The SoL website provides you with a table, very useful especially for beginners, with the comparison of the three main scales of toy soldiers available on the market. As indicated in the text of the table, there is currently no standardization as each manufacturer can independently determine the measurements of the reference figure.
For smaller scales it is quite frequent to consider the measure taken at eye level and in fact the 1/72 scale soldiers, also known as "20mm", actually measure between 22 and 24 (or more, depending on the headgear ), while the "28mm" commonly used for wargame abundantly exceed 30mm.
